The ST23WI project ice-class workboat was developed by Sea Tech by order of Rosmorport. The boat is designed for service and crew transfer purposes, including delivery of commissions, crew members, and their families to vessels. It is also capable of carrying up to 0.5 tons of cargo, performing patrolling, surveying, and environmental monitoring, as well as serving as a pilot boat. The vessel features enhanced strength and seaworthiness that exceed the class requirements.

Construction of the series was carried out from late summer 2013 to October 2014 at the Okskaya Sudoverf (Navashino, Nizhny Novgorod region). The boats were named: "Kapitan Belyaev" (port of registry — Kaliningrad), "Sergey Cherednichenko" (Vladivostok), and "Nord" (Vostochny).

Several modifications have been developed based on this project, incorporating the experience gained from the lead vessels of the series:

Project 23170 — high-speed ice-class boat,

Project 23171 — high-speed boat,

Project 23172 — low-speed ice-class boat.
